Our client is seeking an Associate Regional Administrator in conjunction with the Regional Administrator for all aspects of the agency’s finance, operations, services, and administration activities pursuant to state statutes and related state and federal legislature for behavioral health services in the Region. Essential Duties

  • Promulgates administrative policies and procedures necessary to carry out the provisions of Federal and state laws, rules, and regulations
  • Assists with the development of auditing and monitoring policies and procedures to insure organization accountability 
  • Assist with maintenance of agency policies and procedures, as well as oversee the review and revision processes
  • Provide oversight of planning activities for the development of long-range and strategic regional plans
  • Assists with the development of the organization’s budgets that are responsive to annual appropriations, Governing Board policies, and state agency directives
  • Provides supervisory oversight regarding all agency personnel matters including hiring, terminating, disciplinary actions, assigning, monitoring work, appraising work performance, performance reviews, compensation recommendations, new hire orientation and training
  • Adheres to supervision principles of human resources management for subordinates and is a resource to staff to provide guidance in handling difficult or complex problems
  • Responsible for the organization’s public relations, website, social media and marketing plans; oversight of community planning activities for the development of long-range and strategic regional plans
  • Attends Regional Governing Board Meetings, Advisory Committee Meetings, program meetings, provider meetings, community meetings and serves as the agency liaison to these various groups, when directed; provides policy operational and agency leadership in the community
  • Works collaboratively and strategically with agency leadership team members to advance the values and mission by participating in and attending internal meetings; participates in the Quality Improvement Program and accreditation processes; and provides strategic, policy and operational leadership to all teams, programs and key agency and divisional constituencies.
  • Serves as a member of the Leadership Team and Risk Management Committee, providing active participation in meetings
  • Oversees the development of reports for presentation to internal and external groups
  • Serves in an acting capacity in accordance to the Succession Plan

Requirements

  • Master’s Degree in Behavioral Services, Public Administration, Management or a related field required
  • A minimum of five years’ experience in public or private sector human service organization with three years in an administrative area required
  • Extensive knowledge of the mental health and substance abuse fields and current theories and practices regarding system development and management preferred
  • Knowledge of fund accounting, cost accounting, auditing, budgeting, financial forecasting and financial management principles and procedures
  • Knowledge of non-profit agencies, governing boards, federal and state laws, rules and regulations
  • Knowledge of the general industry procedures, standards, systems, resources, practices, service options and resources
  • Knowledge of program and project management including outcomes, quality assurance, and satisfaction measurement and interpretation
  • Skill in maintaining effective working relationships with advisory committees, task forces, providers, consumer organizations and state agency representatives on system-wide issues and concerns
  • Skill in the use of time management, organizational leadership, and supervisory skills
  • Ability to analyze and accurately interpret budgets, financial reports, and statistical data
  • Proficiency in M/S Office
