Responsibilities
 

The Lead Engineer is both a technical contributor and an assistant to the Manager in directing and monitoring the work, training, and quality results of the Distribution Engineering ¿ Customer team. The Lead Engineer supports departmental engineering, design, specifications, technical analysis, Standards, work planning, drawings, and work orders for the construction or modification of the District's distribution facilities.  

The Lead Engineer supports the manager through motivation, coaching, training and mentoring of departmental personnel and consultants; identifying strengths and weakness within core and technical competencies while developing activities, training opportunities, goals and objectives to drive team development. Performance is measured by the safety, reliability, operability, regulatory compliance, project performance and the engagement of the design team as well as the team's customer service contributions.
 

1. Coordinates and oversees engineering efforts.
¿ Establishes themselves as a technical expert and resource for the team and others throughout the organization.
¿ Participates as a team member or lead on complex multi-disciplinary programs and initiatives.
¿ Demonstrates creativity, foresight, and mature judgement in planning, organizing, guiding, and solving complex problems.
¿ Oversees the resources of the design teams and their associated projects. 
¿ Accountable for design safety, personnel safety, reliability, operability, economy, timely completion, and technical accuracy of District distribution projects.
¿ Oversees all aspects of large customer projects including:  engineering, planning, scoping, estimating, design, drafting, analysis, permitting, specification development, contracts, work orders, and close-out activities.
¿ Maintains effective relationships with internal stakeholders, customers, consultants, equipment vendors, and contractors to ensure project integration. 
¿ Identifies project risks and potential contingencies, aligns resources to meet project requirements.  
¿ Provides Professional Engineering review and stamping as required.

2. Assists manager with day-to-day coaching, feedback, reporting, team development and assignment of work priorities/workloads for team members. (As Assigned By Manager; 40% or less of role)
¿ Leads, supports, trains, and provides technical direction and task assignments for the department to ensure on schedule and within budget completion of work packages and design reviews.  
¿ Leads, supports, prepares and reviews the writing of material specifications, material contracts, outside service contracts, construction inspection and any related contract management for assigned projects.
¿ Evaluates workloads and priorities and assigns appropriate resources to ensure the efficient and effective delivery of departmental products and services.
¿ Assists with the resolution of escalated issues, questions, and work stoppage situations. (As assigned by or in absence of Manager)
¿ Monitors, coaches, and recommends additional training or assignments for team members to develop the skills, knowledge, and experience to be effective in their current role and prepare for future progression.
¿ Assists in the training of new staff and cross training of existing staff.  
¿ Provides input to the development of performance management documentation. 
¿ Encourages design innovation and creativity.
¿ Actively supports the department's coop program and other workforce development opportunities.
 

 

Qualifications

 

Required: 
¿ Four (4) year Bachelor of Science degree in (Structural/ Civil / Electrical) Engineering from an ABET-accredited program.   
¿ Professional Engineer (PE) license in the State of Nebraska or means for reciprocity within six months.
¿ Generally five (5) years of related engineering work experience.   Master's degree may be considered for up to two years of experience.
¿ Demonstrated capability to work in a team environment while completing independent tasks and assignments.
¿ Demonstrated design capability of all aspects of installations within discipline.
¿ Demonstrated capability to lead, motivate, and develop technical team members including the ability to encourage diverse ideas and concepts and effectively deal with conflict.
¿ Advanced MS Office Professional Skills (Word, Excel, PowerPoint and Outlook).
¿ A valid driver's license.

Desired: 
¿ Five years of experience in distribution design, project management, system planning or operations. 
¿ Extensive understanding of distribution system components and their application.
¿ Familiarity and experience with Ventyx (Asset Suite), Cognos, AutoDesk (CAD, Inventor, Vault), PLS-CADD, Bentley MicroStation, MS Project, and SharePoint. 
¿ Master's degree in Engineering or Business.
¿ Completion and understanding of Emergenetics, Strength Finder, or other strength/behavior awareness measurement tool(s).
¿ Thorough knowledge of OPPD¿s transmission, distribution, and substation system.

Salary Grade: S7
Minimum: $118,061
Midpoint: $145,576
