Technology Acquisition Analyst

The Technology Acquisition Analyst is the key contact and subject matter expert for developing Statements of Work and technical sections of RFXs (Request for Information, Request for Proposal, or Request for Quote) in the Technology & Security business unit. This role provides guidance and support to project managers, technology leads, and other stakeholders in the business unit regarding processes, procedures, and tools for technology contract development. The Technology Acquisition Analyst supports technology acquisition framework and toolset maturity efforts.

Development of Statements of Work and technology sections within RFXs (Requests for Information, Requests for Proposals, and Requests for Quotes): 

  • Work with project and work effort teams to lead the development of Statements of Work and technical sections of RFXs. 
  • Work with the organization's legal resources to review contract documents in collaboration with Supply Chain Management.
  • Lead reviews of Statements of Work and technical sections of RFX documents with project and work effort teams.
  • Provide recommendations for the terms and conditions in the Statement of Work and technical sections of RFXs that support business goals and mitigate risks. 
  • Serve as a primary point of contact between suppliers and project/work effort teams regarding Statements of Work and technical sections of RFXs communication and dissemination.
  • Analyze contract deliverables for accuracy and completeness before turning them over to Supply Chain Management for execution with the suppliers. 
  • Support Supply Chain Management team in negotiating technology terms, conditions, and other related issues with technology suppliers. 

 

Technology Acquisition Operations: 

  • Develop and maintain strong working relationships with project managers, technology leads, and the Supply Chain Management team to achieve a predictable and repeatable technology procurement process in alignment with the defined framework and processes. 
  • Collaborate with Supply Chain Management team to analyze trends and market conditions for the present and future technology contract requirements of products and services.
  • Collaborate with Supply Chain Management team to monitor technology contract performance for compliance with organizational needs and requirements, including follow-up checks for corrective action.

 

Technology Acquisition Governance, Process, and Tools Maturity: 

  • Support efforts to continuously mature technology acquisition governance, processes, and tools.
  • Collaborate with Supply Chain Management to monitor TS contract performance for compliance with organizational needs and requirements, including follow-up checks for corrective action

Qualifications

 

Required: 

  • Bachelor's degree in business, finance, computer science, or a related field or a minimum of 4 years of experience in Information Technology. 
  • Minimum of 3-5 years of direct work experience in a technology contract analyst capacity, including research, creation, and review of Statements of Work, Requests for Proposals, Requests for Quotes and Requests for Information. 
  • Working knowledge of IT contract terms, licensing models, and contract models. 
  • Working knowledge of current technology concepts and systems.
  • Ability to communicate with technology teams, project managers, procurement staff and suppliers.
  • Customer-focused approach to delivering technology acquisition services to business unit stakeholders.
  • Strong relationship and interpersonal skills to be applied in working with project managers, technology teams, and procurement staff.

 

Desired: 

  • ITIL experience. 
  • Project management and process management skills, with the ability to handle multiple technology acquisition engagements.
